Creating a “framework” policy means building an EPR/Product Stewardship structure that applies to multiple products at the same time.
Framework Policy as Umbrella
Think of EPR Framework as the umbrella that covers a multitude of products. In other words, don’t create 6 individual laws for 6 different products when each law would have 90% of the same components. Instead, create a framework policy that defines EPR legislation for current products as well as products that will be covered by EPR in the future.
